Vungu Rural District Council is a rural local authority established in terms of subsection (1) of Section 8 of the Rural District Councils Act [Chapter 29:13, 1996] through the Presidential Proclamation 15 of 1993 published as Statutory Instrument 99 of 1993 as amended by Proclamation 26 of 1993 published as Statutory Instrument 195 of 1993. The Presidential Proclamation also abolished the Manyame Local Government District Council; the Vungu and Upper Ngezi Rural Council area; and the Gweru-Shurugwi Rural Council area. The council area covers Chiwundura Communal lands, Lower Gweru Communal Lands and the large scale commercial farming and A2 and A1 farming areas around Gweru town. The area covers two House of Assembly constituencies, namely, Vungu Constituency (Wards 1, 2, 3,4,5,6,7,8,15,17 and 19) and most of Chiwundura Constituency (Wards 9,10,11,12,13,14,16 and 18).
Gweru District is administered by the District Administrator who is an ex-Officio of both Gweru City Council and Vungu Rural District Council. Gweru Rural is administered by Vungu Rural District Council. Vungu Rural District Council is a Local Government arm overseeing the Gweru Rural District.
Vungu Rural District Council shares boundaries with Chirumhanzu Rural District Council to the East, Tongogara Rural District Council to the South East, Insiza Rural District Council to the South West, Bubi District to the West, Nkayi District to the North West and Zibagwe Rural District Council to the North. Covering an area of 5,888.5km2, Vungu Rural District Council is made up of 19 electoral wards spread over two parliamentary constituencies. All 19 wards are represented by elected councillors as follows:

Council is mandated to provide social services (health and education), infrastructure development, provision of all-weather trafficable roads, and maintenance of existing roads, environmental management, spatial planning and development control within its area of jurisdiction.
