- 1. To design and implement the organizational structure of council, promote human resources development in pursuance with the council’s aims and objectives.
- 2. Subject to the approval of the minister, recruit council staff in terms of the RDC Act Chapter 29:13.
- 3. Subject to Section 67 of the RDC Act Chapter 29:13, formulate conditions of services of council staff in accordance with council resolutions consider employment contracts of officers and all employees of council.
- 4. To design job specifications and job descriptions.
- 5. To design and implement performance management systems and award of bonuses for deserving officers and employees of the council
- 6. To carry out disciplinary measures and grievances handling procedures in accordance with the provisions laid down in the Vungu Rural District Council Employment Code of Conduct.
- 7. To formulate, implement and review policies on Administration &Human Resources Development.
- 8. To consider staff applications for loans.
- 9. To present mementoes to past councillors and members of committees
- 10. To design the coat of arms and logo for council
- 11. Prepare implement and monitor committee budget.
