Deliberative Arm

COUNCIL'S MANDATE

Council is mandated to provide social services (health and education), infrastructure development, provision of all-weather trafficable roads, and maintenance of existing roads, environmental management, spatial planning and development control within its area of jurisdiction.

Council has six departments headed by substantive heads of department. There is currently a staff compliment of 32 employees. In terms of capitalisation, Vungu Rural District Council has one motorised grader, one tractor, one dumper, one towed grader, three utility vehicles, one mobile clinic vehicle and other complementary equipment.

  • 1. To recommend construction and maintenance of roads, causeways, bridges, culverts, footbridges, dams and water reticulation.
  • 2. To recommend to council the purchase and be responsible for the maintenance and disposal of plant and equipment including council vehicles, land & buildings.

  • 1. To consider and report on annual estimates of income and expenditure submitted by all committees of council and draw up the consolidated annual estimates for submission to council for approval.
  • 2. To consider and report on supplementary estimates and virements for all committees and recommend to Council.

  • 2. Subject to the approval of the minister, recruit council staff in terms of the RDC Act Chapter 29:13.
